ROLE: DIRECTOR OF PROCUREMENT AND LOGISTICS

PURPOSE:

TKG is a 100% First Nation owned business established to create community-based entities and resources to service their own communities and better their socio-economic status. The Director of Procurement and Logistics develops the procurement and logistics business entity of TKG managing resources and developing business enterprises that focus on goods and services procurement and logistics to First Nation Communities. The director will leverage spending where appropriate, minimizing total cost of ownership, managing risk, and providing a valuable service to TKG's internal companies and customers.  The director researches and develops logistic and procurement opportunities for TKG and it's First Nations. Reporting to the General Manager, the director is also responsible for overseeing the movement, distribution, and storage of materials for TKG Procurement and Logistics.


DESCRIPTION:

  • Management decisions with respect to TKG resources, operations and staffing
  • Expenditure approval to $5,000, within approved budget
  • In conjunction with General Manager, hiring and termination of TKG Procurement staff
  • 40 hours/week

1. MANAGEMENT

  1. Develop, manage/implement TKG Procurement & Logistics LP business plan within approved budget
  2. Lead the procurement function by generating and implementing efficient sourcing and category management strategies across all the different TKG departments.
  3. Engage and develop in business enterprises that focus on goods and services procurement to First Nation Communities.
  4. Develop request for proposal (RFP) and quote (RFQ) documents in conjunction with TKG business department requirements
  5. Ensure proper retention of contracts, electronic documents, business confidential information, and actively demonstrate an understanding of the need to safeguard competitive information in both electronic and non-electronic formats
  6. Analyze and evaluate vendor quotes and proposals to determine the most desirable suppliers. Critical evaluations are performed to analyze price, quality, experience, and capabilities of each supplier
  7. Work directly with all TKG business departments to gain an in-depth understanding of their core business in order to help identify and solve complex problems
  8. Work directly with internal business departments to run major RFP/RFQ projects, process agreements, and assure certain metrics are present and met in supplier agreements
  9. Prepare vendor recommendations for decision-making; including Management meeting approval documentation, ensuring fully compliant Procurement selection processes and documentation thereof
  10. Prepare worker schedules and ensure warehousing and distribution workers follow safety rules
  11. Monitor and improve efficiency of the company's supply chain
  12. Create the Annual Report under the direction of the President and General Manager

2. HUMAN RESOURCES

  1. Facilitate interdepartmental relationships to achieve both corporate and procurement objectives
  2. Obtain prior approvals throughout the areas of Finance, Accounting, Management and supporting departments while implementing appropriate internal controls
  3. Assist in hiring and staffing
  4. Assist in planning, monitoring, and evaluating staff performance
  5. Assist with performance problems and terminations

3. OPERATIONS

  1. Lead the implementation of efficiency projects driven by procurement
  2. Assess, develop, and implement procurement strategies for a multitude of products and services
  3. Pre-negotiate and incorporate terms, conditions, key performance indicators, and service level metrics into vendor contracts
  4. Manage all vendor files, NDA agreements, and required accounting forms for new suppliers
  5. Evaluate vendor performance in relation to established service level objectives
  6. Liaise with vendors and keep current with market pricing and offerings
  7. Facilitate the overall project management of strategic supplier reviews up to and including vendor implementation. Given equal qualifications in the decision, price is always a factor
  8. Control the flow of incoming materials and outgoing finished product
  9. Oversee warehouse, inventory control, material handling, customer service, transportation, and planning workers
  10. To manage and operate the procurement & logistics entity of TKG
  11. Maintain metrics and analyze data to assess performance and implement improvements

    ACCOUNTABILITY

    • Accountable to the General Manager and President of TKG for the performance of Procurement
    • Implement procurement strategies for a multitude of products and services
    • Develop and sustain the Procurement & Logistics business entity of TKG

    SKILLS AND QUALIFICATIONS

    • University Degree, College Diploma or work related experience relating to Supply Chain Management, Customs, Import/Export an asset
    • Previous work experience will be considered in lieu of post secondary education
    • 3+ years of total experience in logistics/procurement/purchasing/buyer areas
    • Experience negotiating with shippers and carriers
    • Experience generating and managing a book of business
    • Strong understanding of procurement and negotiation techniques
    • Familiarity with TMS platforms preferred
    • Strong attention to detail, ability to multi-task and prioritize
    • Flexible and able to adapt to immediate business area needs and timelines
    • Fluent English Communication (Oral and Written) a requirement; in addition, French and/or Oji-Cree language skills would be an advantage
    • Comprehensive knowledge of business principles, strategies and practices
    • Management and leadership skills
    • Ability to work in a fast-paced environment with heavy outbound call volume
    • Ability to interact and communicate with individuals at all levels both inside and outside the organization, up to and including Executive Management
    • Ability to manage and lead meetings, presentations, and complex timelines
    • Strong Proficiency in Microsoft Office Suite (Word, Excel, Outlook, and Access)
    • Ability to read and interpret contract terms and conditions
    • Experience with First Nations organizations or businesses would be an asset

    Salary range commensurate upon experience  $75,000 - $100,000 annual.
    Three month probation period.
